Battery Passport & Cell Traceability: ESS Buyer Checklist

Industrial battery pack, cells, QR-linked records, manufacturing traceability, lifecycle data, and recycling flow
A useful battery passport links battery identity to model data, manufacturing evidence, performance records, and lifecycle information.

Updated for the consolidated EU Batteries Regulation text dated 13 August 2026. This guide is a procurement checklist, not a substitute for project-specific legal or conformity assessment.

Direct Answer

ESS buyers should request two connected evidence layers: model-level documentation that defines what the supplier designed and tested, and unit- or batch-level traceability that identifies what was actually built and delivered. For EU-bound projects, Regulation (EU) 2023/1542 requires a battery passport from 18 February 2027 for each industrial battery above 2 kWh, each electric-vehicle battery, and each LMT battery placed on the market or put into service.

A QR code is only the access point. The real procurement question is whether the identifier leads to accurate, current, structured records and whether the buyer can trace a delivered pack back to its battery model, module and cell batches, production controls, test evidence, and lifecycle data.

Battery Passport vs. Factory Traceability

Evidence layerMain purposeWhat an ESS buyer should verify
Battery passportProvides regulated digital information for the battery model and, where applicable, the individual batteryScope, identifier, QR access, data owner, update process, access rights, interoperability and retention
Model documentationDefines the approved design and declared performanceModel code, chemistry, rated values, drawing revision, bill-of-material revision, applicable declarations and test scope
Production genealogyLinks the delivered unit to manufacturing recordsPack serial, module serials, cell lot codes, production date, line or station record, incoming inspection and nonconformance disposition
Test evidenceShows what was checked and under which configurationReport number, sample identity, test laboratory, test date, revision, result, deviations and relationship to the delivered model
Lifecycle recordSupports service, second life and recycling decisionsCommissioning baseline, state-of-health method, major repairs, module replacements, ownership of updates and data export

The passport should not be treated as a substitute for factory records. Regulation (EU) 2023/1542 separates public information, information for authorities and notified bodies, and information available only to parties with a legitimate interest. A buyer therefore needs to define access requirements in the RFQ and contract instead of assuming that every manufacturing record will be public.

What the EU Rule Means for ESS Projects

  • Scope: each industrial battery with a capacity greater than 2 kWh is included in the battery-passport requirement when placed on the EU market or put into service.
  • Start date: the electronic battery passport requirement begins on 18 February 2027.
  • Access: the passport is reached through a QR code linked to a unique identifier.
  • Data quality: the economic operator placing the battery on the market must keep passport information accurate, complete and up to date.
  • Format: passport data must use open standards, be interoperable, machine-readable, structured and searchable, without vendor lock-in.
  • Lifecycle: responsibility changes when a battery is repurposed, remanufactured or becomes waste; the passport ends after recycling.

The European Commission describes the Batteries Regulation as a lifecycle framework with phased requirements through 2031. Do not reduce the rule to a single “passport certificate.” The applicable obligation depends on battery category, capacity, market, placing-on-market date and the status of delegated or implementing acts.

The Documentation Package to Request Before a Purchase Order

1. Battery identity and approved configuration

  • Manufacturer and manufacturing-plant identity
  • Battery model, configuration code and drawing revision
  • Rated energy, usable-energy definition, voltage window and chemistry
  • Pack, module and cell identification format
  • Bill-of-material change control and requalification triggers

Start by reconciling these fields with the supplier’s battery cell datasheet and the commercial proposal. A model name alone is not enough when different cell lots, BMS firmware or enclosure revisions can exist under similar sales descriptions.

2. Cell-to-pack genealogy

Ask the supplier to demonstrate one complete trace, using a sample serial number:

Pack serial → module serials → cell lot or production batch → incoming inspection → grading or matching record → assembly station record → BMS configuration → end-of-line test → shipment record

The objective is not to collect a large spreadsheet. It is to prove that the supplier can move from a field serial number to the relevant manufacturing and test evidence within an agreed response time. Our battery pack assembly guide explains where cell sorting, welding, BMS integration and end-of-line checks enter this chain.

3. Performance and durability baseline

For rechargeable industrial batteries above 2 kWh, the EU regulation has required accompanying electrochemical performance and durability values since 18 August 2024. A useful delivery package should state the measurement conditions, method, sample identity and revision behind declared values. Buyers should also define how the commissioning baseline and later state-of-health data will be exported.

For chemistry and lifetime assumptions, use the decision criteria in the LFP Battery Safety and Performance Guide rather than comparing cycle-life figures without temperature, depth of discharge, charge rate and end-of-life conditions.

4. Transport and safety evidence

  • UN 38.3 test summary for the relevant lithium cell or battery type
  • Test report number, laboratory, test date and product description
  • Evidence that the tested configuration corresponds to the offered model
  • Applicable safety certificates or reports required by the destination market and project specification
  • Shipment classification, packaging and handling documents appropriate to the logistics route

The UNECE Manual of Tests and Criteria, Revision 8, contains the lithium battery test and test-summary framework in Part III, subsection 38.3. A test summary is evidence about the tested battery type; it is not proof that every delivered serial number matches that type. The traceability chain must make that connection.

5. Data ownership and access

  • Who creates the identifier and who is responsible for updates?
  • Which fields are public, restricted or available to the purchaser?
  • Can the buyer export structured data without a proprietary subscription?
  • How are corrections, module replacements and repurposing events recorded?
  • How long will the data remain available if the original service provider changes?

These questions should be answered before the data platform is selected. A QR page that displays a static PDF may help a service technician, but it does not by itself meet the regulation’s interoperability, access-control and lifecycle requirements.

What a Battery Passport Does Not Prove

  • It does not prove that the battery is suitable for a specific site, tariff or duty cycle.
  • It does not replace project-level fire, electrical, grid-interconnection or commissioning review.
  • It does not prove that every marketing claim has been independently certified.
  • It does not establish that the offered supplier is the legal manufacturer unless the economic-operator and manufacturing records support that relationship.
  • It does not turn restricted manufacturing data into public information.

For an ESS purchase, the passport should sit inside the wider technical review: application sizing, product selection, safety evidence, control strategy, installation conditions and acceptance testing. See the ESS Selection Guide for that project-level sequence.

Request a Traceability and Documentation Review

When requesting a battery cell, pack or C&I ESS proposal, send the destination country, battery category, rated energy, application, project stage and required documentation list. XenPai can map the requested evidence to the offered configuration and identify which records need confirmation before quotation or order release.

Frequently Asked Questions

Does every ESS battery need an EU battery passport?

The EU battery-passport rule applies from 18 February 2027 to each industrial battery above 2 kWh, each EV battery and each LMT battery placed on the EU market or put into service. Projects outside the EU may have different rules, although buyers can still request similar traceability evidence contractually.

Is a QR code enough to demonstrate compliance?

No. The QR code is an access mechanism. Buyers should verify the underlying identifier, required data fields, data owner, update process, access rights, machine readability, interoperability and relationship to the delivered battery.

Must every cell have a public serial number?

The battery passport combines model-level and individual-battery information with different access levels. It does not make every internal cell-level manufacturing record public. An ESS buyer can still require a supplier to retain cell-lot genealogy and provide it under agreed access and confidentiality terms.

Does a UN 38.3 test summary replace the battery passport?

No. The UN 38.3 test summary addresses transport testing for a cell or battery type. The battery passport covers a broader lifecycle information system. Procurement should link both to the offered model and delivered serial numbers.
